Purpose of the workshop


To engage member operators of PGCC, PIOGA and PIPP in discussions regarding issues that are being experienced regarding legacy wells and well plugging activities. It is the expectation of this workshop that operator members can share experiences (positive and negative) and help provide insight to further conversations that members of the Pennsylvania Grade Crude Development Advisory Council (CDAC) have already started with the Pennsylvania Department of Environmental Protection (PA DEP). The industry organizations hope that these conversations are truly the first steps in developing long term solutions for the legacy well problem that plagues Pennsylvania and other states in Appalachia.



It will be an open forum with leaders from each industry organization being a "facilitator" to provoke the conversations. The forum will be 4 ½ hours long that includes a 45 minute lunch. While this forum will only involve member operators, each industry organization will have the ability to have a small team of organization members to assist in the overall discussions, which may include legal counsel, outside consultants, etc.






PGCC, PIOGA and PIPP want to hear from operators on the issues they are experiencing regarding well plugging and legacy well issues. In an effort to have an open dialogue with our operator friends, we would like to get some feedback from you in advance of the meeting. If you need to keep information confidential, we certainly understand but hope you will join the conversation in this closed setting workshop. If you would like to bring up issues in very general terms, we would appreciate your input.

  • Have you had any recent discussion or correspondence with PA DEP regarding well plugging activities? If you could share any details, what were the results of the discussions or meeting?
  • Has your company discussed or entered into a Consent Order with the Department regarding well plugging? Were you satisfied or dissatisfied with the results? Can you elaborate?
  • Do you have any concerns regarding discussion of well plugging methods or alternatives with the Department? If you have had any of these discussions, could you share your experience? Have you found the Department willing to respond to you in a timely manner as a follow up?
  • With potential regulatory changes on the horizon, do you have any specific concerns regarding existing well plugging regulations? If so, do you have any potential solutions or alternatives to offer?
